dc.description.abstractOn reading the reports received, we are led to the conclusion that the problem of Rural Welfare in Black Mrica forms a constant concern on the part of the governments represented at the Conference. With methods and means differing in greater or lesser degree, according to regions and institutions, the governments responsible are working towards the same end : the improvement of the living standards of the African rural population. This task consists basically of: increasing agricultural production ; educating the rural masses in the economic and social fields ; encouraging and developing a feeling of responsibility among those masses
