dc.description.abstractAfrica began the last decade with significant human capital deficiencies, boasting the lowest average Human Capital Index (HCI) among all regions. Sub-Saharan Africa faces a host of challenges that undermine human capital, such as increasing inflation, high interest rates, high unemployment, dwindling development assistance, and the inflationary effects of the Ukrainian crisis. Additionally, the region's rapid population growth imposes substantial fiscal limitations on providing essential services, exacerbates job scarcity that hampers the accumulation of human capital.en
