dc.description.abstractThis report summarizes the preparatory activities for the Second United Nations Transport and Communications Decade in Africa. The initial decade (1979-1988) was launched due to the dire state of Africa's transport and communications infrastructure. However, by 1991, despite some minor improvements, the first decade largely failed to meet its objectives due to poor preparation, mismanagement, and insufficient financial support from the international community.en
