dc.description.abstractWhen the African nations gained independence in the 1960s, however their leaders recognized that inadequate telecommunications infrastructure significantly hindered continental solidarity. In response, the OAU Council of Ministers endorsed the ITU-initiated proposal from the African Plan Committee to establish the Pan-African Telecommunications Network (PANAFTEL), designed to facilitate direct inter-African communication. Furthering this objective, the OAU Council adopted Resolution CM/Res. 404 (XXIV) in 1975, forming the PANAFTEL Coordinating Committee (comprising OAU, ECA, ADB, ITU, and PATU). This Committee was tasked with promoting , monitoring the PANAFTEL network's development, implementation, and efficient utilization.en
