dc.description.abstractThe credentials committee of the Organization of African Unity (OAU) met on May 24, 1994, to address the growing issue of unpaid contributions from its Member States. The committee noted with alarm that arrears had reached approximately $65 million, which was more than twice the organization's annual budget. This financial crisis was seen as a significant obstacle to the OAU's ability to take on new responsibilities, such as implementing the Abuja Treaty and managing conflicts on the continent.en
