dc.description.abstractThe report by the Secretary-General on the financial situation of the Organization of African Unity (OAU) as of 30 April 1995 details the critical challenges posed by substantial arrears in Member States' contributions to the OAU regular budget. Despite a total approved budget of US$29.5 million for the 1994/95 financial year, only about 35% of the assessed contributions had been received from 14 Member States, leaving 65% outstanding. Total unpaid arrears rose slightly to over US$62 million, severely impeding the smooth functioning of the Organization. While some Member States remained fully compliant, many continued to delay payments, prompting enforcement of sanctions as stipulated by OAU Financial Rules and Council resolutions.en
