dc.description	This report is being submitted to facilitate the meeting of the Committee of Ten (10) Heads of State and Government, which will be held on the margins of the 12th Ordinary session of the Assembly of the African Union Heads of State in Addis Ababa, Ethiopia from 1st to 3rd February 2009. It is intended as an input into the report of the Committee on the subject at the forthcoming Summit to consider a way forward for the proposed intergovernmental negotiations.
