On 29 April 1991, the Security Council, in resolution 690, established the UN Mission for the Referendum in Western Sahara to organize and conduct the referendum, in cooperation with the OAU. While the ceasefire component of the Proposals agreed by the two sides in September 1991, still holds, no progress has been made to date regarding the organization of the envisaged referendum for self-determination.
