The Council of Ministers, Meeting in its Thirty-Second Ordinary Session in Nairobi, Kenya, from 26 February to 2 March 1979, elected Djibouti by drawing of lots to complete the composition of the OAU Ad Hoc Administrative Tribunal following the withdrawal of Congo.
