This report discusses the Special Emergency Assistance Fund, which was adopted by the Assembly of Heads of State and Government of the OAU in its Twenty-First Ordinary Session held in Addis Ababa Ethiopia, from 18 to 20 July, 1985 to enhance an effective African response to the emergency situation created by drought and famine on the African Continent.
