This is a fact finding report in July 2023, the AU Commission Chairperson was alerted of revisions of the Pan-African Parliament's Rules of Procedure that breached the protocol and caused procedural irregularities. The Chairperson sought a response from the PAP Bureau, as well as counsel from the Office of Legal Counsel (OLC). The OLC issued a Legal opinion disclosing inconsistency with the Protocol, advising the Chairperson to notify the incumbent and outgoing Presidents. The Chairperson, acting as the Union's legal representative, suspended the new Rules of Procedure and assigned a task force to conduct a fact-finding expedition in South Africa. The task force was also entrusted with advising on transitional measures that would protect the interests of both the PAP and the Union.
