The forty-fourth ordinary session of the Council of Ministers of the Organization of African Unity convened a committee of 14 member states, including Angola, Egypt, Ethiopia, Cameroon, Congo, Gabon, Ghana, Mozambique, Nigeria, Uganda, Sahara Arab Democratic Republic, Senegal, Togo, and Zambia. This committee was tasked with an in-depth examination of the declaration and programme of action established in Lome in August 1985, focusing on the critical interrelation of disarmament and security in Africa.
