This report discusses the establishment and findings of the Ad-Hoc Committee concerning the categorization of General Services Staff within the organization. Initially, staff were divided into two categories: CL, primarily consisting of international personnel, and GS, comprising local employees. Following the Committee's formation, the Advisory Committee advised the Council of Ministers to harmonize these categories, leading to the creation of GSA and GSB divisions by the General Secretariat. However, the Ad-Hoc Committee's review revealed that the harmonization process was incomplete. Consequently, the Committee recommended the full completion of this process and advocated for the merger of the GSA and GSB categories into a single unified classification, thereby streamlining staff categorization and enhancing operations
