This report presents the introductory note delivered by His Excellency Salim Ahmed Salim, Secretary General, during the fifty-first ordinary session of the Council of Ministers, held from February 19 to 24, 1990, in Addis Ababa, Ethiopia. In his address, Salim Ahmed Salim emphasized the critical importance of regional cooperation and solidarity among member states in addressing pressing challenges and fostering sustainable development in Africa.
