This report by the Secretary General examines the critical role of the Semi-Arid Food Grain Research and Development (SAFGRAD) Project in enhancing food self-sufficiency across Africa. Launched in 1977 following Resolution No. 505 XXIX of the OAU Council of Ministers, the project was a direct response to persistent calls from member states for improved cereal development to mitigate the adverse effects of recurrent droughts on agriculture since the 1970s.
