This report outlines the proceedings and outcomes of the Fifth Conference of Ministers of Social Affairs, convened in Arusha, Tanzania, on October 27, 1989. During this conference, significant amendments were proposed and adopted regarding the Agreement establishing the African Rehabilitation Institute (ARI).
