This report details the genesis and early development of a Pan-African Linguistic Association, a key outcome of the Language Plan of Action for Africa. It traces the initiative from a 1985 meeting of experts in Kampala, Uganda, where the Language Plan was first conceived, to its adoption by the Council of Ministers and Assembly of Heads of State and Government in 1987. A crucial step was a unanimous agreement among experts to establish a unifying association for all linguists and language bodies on the continent.
