This report from the 56th Ordinary Session of the OAU Co-ordinating Committee for the Liberation of Africa to the 54th Ordinary Session of the Council of Ministers highlights the lack of substantive change in South Africa despite the Pretoria regime's stated intentions to repeal key apartheid legislation. In this report the outgoing chairman of the Council of Ministers noted that the "inhuman and obnoxious system of apartheid" have remained entrenched, and De Klerk regime was reluctant to uphold its commitments from the Groote Schuur and Pretoria minutes.
