Report of the Secretary-General on the Question of Palestine, which was considered by the Council of Ministers at its 53rd Ordinary Session (February 25 - March 1, 1991, Addis Ababa) and this report led to the adoption of Resolution CM/Res. 1321 (LIII). This resolution reaffirmed the legitimacy of the Palestinian people's struggle, under the leadership of the PLO, to regain their territories and exercise their full national rights. It also commended the Palestinian people's resistance to Israeli occupation and the intensification of their uprising, despite "brutal repression" by Israeli authorities. This repression included mass deportations, detentions, killings of women and children, destruction of homes, confiscation of land and property, and desecration of holy places.
