For 28 years, the Organization of African Unity (OAU) consistently developed declarations, resolutions, and policy statements to guide its Member States in addressing diverse political, economic, cultural, and social challenges. These efforts span national, sub-regional, regional, and international levels. Notable political initiatives include the OAU Charter on Human and People's Rights and its monitoring office in Banjul, Gambia. In culture, the 1981 African Cultural Charter reviewed by the Conference of African Ministers of Culture. Scientific and technological advancements are supported by the OAU Scientific, Technical and Research Commission in Lagos, Nigeria, and the Kampala Convention on Technical Cooperation Among African Countries. Economically, key documents include the Addis Ababa Declaration of 1973, the Lagos Plan of Action (1980), Africa's Priority Programme for Economic Recovery, 1986-1990, Africa's Common Position on African External Debt Crisis (1987), and significant declarations from the OAU's 25th Anniversary (1988) and the July 1990 Summit on Africa's social economic situation. These foundation documents and their associated implementation activities underscored the OAU's enduring commitment to African development and cooperation.
