This report details the Kampala Document, developed at the Kampala Forum on Security, Stability, Development and Cooperation in Africa (CSSDCA), held in Kampala, Uganda, from May 19-22, 1991.The document reflects the participants' awareness of global political shifts and their impact on Africa, as well as the continent's severe social economic challenges. It recalls the July 1990 OAU Assembly of Heads of State and Government Declaration on the social economic situation in Africa, which emphasized the need for African collective thinking to address challenges and explore available options in light of fundamental world changes.
