This report details the actions taken by the Secretariat since the February -March 1991 Council of Ministers session in Addis Ababa, in response to Resolution CM/Res. 1315 (LIII). This resolution, stemming from the Eleventh Ordinary Session of the Policy Committee of the Special Emergency Assistance Fund (December 1990), aimed to address the Fund's critical financial state. The Council of Ministers fully endorsed the Policy Committee's action plan for mobilizing new resources. Key initiatives included: reviving a sub-committee for cultural and social events in Addis Ababa; organizing meetings with NGOs and non-African diplomatic missions in Addis Ababa; potentially holding a football tournament in Nigeria during the Council of Ministers and Assembly sessions in Abuja; organizing visits to potential donors; seeking interest-free loans from financial institutions; mobilizing African diplomatic communities overseas; securing contributions from Afro-Arab cooperation to reach a $3 million asset target; and launching a campaign through OAU National Committees in Member States.
