This explanatory memorandum (CM/1680 (L") Add.3), proposed by Egypt during 55th OAU Council of Ministers in Addis Ababa, highlights the severe and unprecedented deterioration of the political and security situation in Somalia. It notes the declaration of succession by "Somaliland" in the North and a stalemate in reconciliation efforts among Somali factions due to ongoing fighting in Mogadishu, despite recommendations from the July 1991 Djibouti Reconciliation Conference.
