Since the 1986 enactment of the African Charter on Human and Peoples' Rights, African Heads of State and Government have consistently emphasized human rights. This commitment is solidified in the 1990 Declaration on the Political and Socio-economic Situation in Africa, where they affirmed that human rights are crucial for African development and necessitating political climate that upholds human rights and the rule of law.
