Abstract

This report is on the implementation of the consensus reached by the 54th session of the OAU Council of Ministers in Abuja regarding the proposed Conference on Security, Stability, Development and Cooperation in Africa (CSSDCA), also known as the Kampala Document. The Kampala Document, a product of the May 1991 Kampala Forum, was presented for consideration during the June 1992 OAU Council of Ministers meeting. The Council of Ministers acknowledged the soundness and relevance of the CSSDCA's underlying principles emphasizing Africa's need for security, stability, development and cooperation.
