This is interim report by the Secretary-General outlining the progress toward establishing a Mechanism for Preventing, Managing, and Resolving Conflicts in Africa within the OAU framework. This initiative stems from decision AHG/Dec.1 (XXVIII), adopted by the Assembly of Heads of State and Government at its 28th ordinary session in Dakar (June 29 - July 1, 1992).
