This report presents the draft programme budget for the 1994/96 Biennium for the Organization of African Unity (OAU). The budgetary shift to a two-year cycle is a direct consequence of Resolution CM/Res. 1363 (LV), which was passed by the Council of Ministers in February 1992 and later endorsed by the 28th Assembly of Heads of State and Government in Dakar, Senegal.
