This report from the OAU Secretary-General summarizing the situation in Liberia after the signing of the Cotonou Peace Agreement in July 1993. The agreement, brokered by the OAU, UN, and ECOWAS, was intended to end the conflict by creating a Liberian National Transitional Government (LNTG) led by a five-member Council of State.
