The report of the OAU Commission of Fifteen on Refugees reviews the state of refugees and internally displaced persons across Africa between July 1993 and February 1994. The report notes that while some progress was made on voluntary repatriation, new conflicts, particularly a coup attempt in Burundi, led to a massive increase in refugee populations in Africa
