This report by the Secretary-General of the Organization of African Unity (OAU) to the Council of Ministers' sixty first ordinary session detailing the ongoing crisis between the Libyan Arab Jamahiriya, the United States, the United Kingdom, and France. The dispute stems from the 1988 and 1989 bombings of flights PANAM 103 and UTA 772, for which three Western nations hold Libyan nationals responsible.
