This report presents the outcomes of the fifth ordinary session of the Ministerial Committee on the Challenges of Ratification, Accession, and Implementation of OAU/AU Treaties, held on 10 July 2025 in Malabo, Equatorial Guinea. It outlines the current status of treaty ratification across Member States, highlighting that 25 out of 65 adopted treaties have yet to enter into force. The report identifies persistent challenges impeding treaty ratification and implementation, including limited stakeholder engagement, lack of translations, outdated treaties, insufficient technical capacity and initiatives undertaken by the African Union Commission, particularly through the Office of the Legal Counsel, to address these challenges such as the publication of the AU Treaty compendium and the organization of high-level dialogues.
