Abstract

It consists rules and regulations which should be applicable to all statutory members of the secretariat. In its eight sections, it discussed duties, obligations and privileges; salaries and related allowances; appointments and promotions; annual, special and home leave; social security; travel expenses; staff relations and general provisions.
