Working Capital Fund: Memorandum by the Secretariat of the Organization of African Unity

Abstract

It states an immediate need for the establishment of a Working Capital Fund for the purpose of: providing advances necessary to finance budgetary appropriations pending receipt of contributions; providing advances to finance necessary and extraordinary obligations; providing advances for financing other special items of expenditure (outside the regular budget).
