This report discusses the second part of the Conference of Plenipotentiaries on the Pan-African Telecommunications Union (PATU) which was held in Addis Ababa, from 5 - 9 December 1977 to settle the question of the Seat of the Union on the basis of the decision of the policy-making bodies of the OAU.
