This is a report by the Secretary-General on the first joint meeting of the OAU Sanctions Committee and the Committee of 19 which took place in Arusha, Tanzania from March 16-21 1981 in conformity with CM/Rev. 817(XXXV) to study the effects of a total oil embargo and other forms of sanctions against the racist regime of South Africa and recommend remedial measures to this effect.
