This report takes note of the decisions and recommendations by the Secretary General report in organizing the Second Pan-African Cultural Festival before the end of 1976 and during the Twenty-Seventh Ordinary Session of Council of Ministers in Port-Louis, Mauritius held from 24-29 June 1976,the the General Secretary repeatedly asked for offers to host the festival and for the registration fees.
