The Heads of State and Government of the Organization of African Unity (OAU) meeting in the Seventeenth Ordinary Session in Freetown, Sierra Leone, from 1 to 4 July 1980, agreed to the establishment of the Inter-African Cultural Fund and legal texts articles governing the statute of the fund.
